1901, the increases to which the Petitioners refer in the 2nd.

paragraph of their Petition were made, and in view of the large increases of salary granted in recent years to the class of Government servants which the Petitioners represent, and of the fact that there is no lack of suitable candidates for the posts they hold, I am unable to recommend any general increase in their salaries. But I consider that in the higher grades of the Grading for the Clerical Service

It is to be borne in mind that in 1901 on the

Scheme/some increases of salary and of the number of appointments in these grades are desirable because a comparison of the rates of pay for Portuguese Clerks, who predominate in the Higher Grade and in Grades I and II, with the rates paid by some of the leading Institutions in the Colony is somewhat unfavourable to the

Government rates.

The monthly salaries in these grades are as

Higher Grade......$180 to $225 a month.

First

......8140 to 8170

Second

.8110 to $130

It is calculated that in the case of Portuguese,

whose expectation

of life is smaller than that of Europeans,pension rights are worth not more than 15 per centum of the salary. There are 7 posts in the Higher Grade and the average length of service of the in- -cumbents of them is 27 years. In the First Grade there are 11 posts and in the Second Grade there is the same number. The average length of service of the holders of them is 17 years and 20 years respectively.
